State auditor calls hurricane recovery efforts in North Carolina a 'disaster' in new report

North Carolina State Auditor David Boliek concluded the state’s Homeowner Recovery Program mismanaged millions of dollars and prolonged the recovery efforts for families who lost their homes years ago.
